SELinux defines access controls for applications, processes and files on the system. It uses a security policy, which is a set of rules that tells SELinux what can be accessed and what cannot, to provide the access allowed by the policy. This is in brief. But in general it is better to read about it in saas application development, they have covered it much better than I have.
